Cambridge City Council and South Cambridgeshire District Council as the Local Planning Authorities produced the Land North of Cherry Hinton SPD in partnership with local stakeholders. Land north of Cherry Hinton (subsequently referred to as “the site”) is allocated for development in the Cambridge East Area Action Plan, and is also allocated for residential development in policy 13 and policy SS/3 in the adopted Local Plans for both councils.
Following the adoption of both the Cambridge Local Plan in October 2018 and the South Cambridgeshire District Council Local Plan in September 2018, the Land North of Cherry Hinton SPD was adopted by South Cambridgeshire in November 2018 and by the city council in December 2018.

The draft development framework was approved at Cambridge’s Development Plan Scrutiny Sub-Committee on 27 July and South Cambridgeshire District Council’s Planning Portfolio Holder’s meeting on 26 July, before going out to consultation.
Consultation ran for eight weeks between 7 August and 2 October 2017.
The final draft version of the Land north of Cherry Hinton SPD was agreed at Development Plan Scrutiny Sub-Committee on Tuesday 13 February 2018 in anticipation of the adoption of the Local Plan, and it was agreed that it should be carried forward for adoption as a Supplementary Planning Document at the same time as the Local Plan.
Context
The draft Supplementary Planning Document (SPD) takes the proposed allocation from the emerging Local Plans, and sets out a vision and framework to guide the development.
This draft SPD is intended to expand upon the allocations as well as the policies contained within the emerging Local Plans. It provides a framework to help guide the preparation and assessment of future planning applications within the area. As such, this document will be adopted as a SPD and will form a material consideration which will be taken into account by Cambridge City Council and South Cambridgeshire District Council when determining any future planning application(s) for the area. Any proposals will have to comply with the policies in the emerging Local Plans.
Location
The site is located between Airport Way and Cambridge Airport, north of Coldham’s Lane. The Site comprises 47ha in area. The largest part of the Site is currently in agricultural use with the western-most areas comprising part of the Airport land. It is proposed to be allocated within the emerging Local Plans for residential development with a primary school secondary school, a local centre with community hub, open space and a spine road connecting Coldham’s Lane with Cherry Hinton Road.
Consultation
In developing the draft development framework the Councils worked with landowners and local interest groups, and held a series of workshops to discuss the options for development here. These workshops informed the development of the development framework. A North of Cherry Hinton SPD Workshop Event Record for these workshops was also produced.
Consultation on the draft SPD was held for eight weeks between 7 August and 2 October 2017. This allowed the opportunity for the wider public to engage with the proposals in the document. The Consultation has now closed.
Two public exhibitions were held at the following locations:

- 14 September, 2 to 8pm at Hope Community Church, 55 High Street, Teversham CB1 9AS
